Invitation of Bids for the Procurement of Security Printing, Supply and Delivery, Installation, Testing
and Commissioning of Equipment and Personalization of eMRTDs

- The Department of Passports, Ministry of Foreign Affairs, Government of Nepal invites electronic bids from the International
Security Printing Companies/Firms for the Procurement of Security Printing, Supply and Delivery, Installation, Testing and
Commissioning of Equipment and Personalization of eMRTDs under International Competitive Bidding Procedures as specified
in Public Procurement Act, 2007 and Public Procurement Regulations, 2008.

[email protected] or may visit Public Procurement Monitoring Office (PPMO) egp system
www.bolpatra.gov.np/egp. - A complete set of Bidding Documents may be purchased from the office of Department of Passports, Narayanhiti, Kathmandu, Nepal by eligible Bidders on the submission of a written application, along with the copy of Company/Firm registration certificate, and upon payment of a non-refundable fee of NRs. 20,000/- until 14 October 2020 during office hours.Or
- Bidders who choose to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO's egp system www.bolpatra.gov.np/egp. Bidders, submitting their bid electronically, should deposit the cost of bidding document in the Rajaswa (revenue) account as specified below:

- Pre-bid meeting shall be held at Department of Passports, Narayanhiti, Kathmandu, Nepal at 11:00 hrs (NST) on. 05 October 2020
- Electronic bids must be submitted to the Office of Department of Passports, Narayanhiti, Kathmandu, Nepal through PPMO's egp system www.bolpatra.gov.np/egp on or before 12:00 hrs (NST) on 15 October 2020. Bids received after this deadline shall not be entertained.
- The bids will be opened in presence of Bidders' representatives who choose to attend at 12:30 hrs (NST) on 15 October 2020 at the
Office of the Department of Passports, Narayanhiti, Kathmandu, Nepal. Bids must be valid for the period of 120 days from the date
of bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid,
amounting to a minimum of NRs 100,000,000.00 (Nepali Rupees 100 Million) or US$ 900,000.00 (US Dollar Nine Hundred
Thousand), which shall be valid for 30 days beyond the validity period of the bid. The Bid Security issued by foreign Bank must be
counter— guaranteed by "A" class Commercial Bank eligible to issue Bank Guarantee as per the prevailing Laws of Nepal.
- All the required documents for bidding process have been mentioned in bid documents. Hence, the Bidders are requested to carefully
examine those documents needed for the submission of the bid.
- If the last date of purchasing and/or submission falls on a government holiday, the next working day shall be considered as the last date. In such case, the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
- The rates quoted shall be clearly mentioned both in figure and in words. In case of non-conformity or ambiguity of the amount in words and in figure, the rates written in words shall prevail. Conditional rates shall not be entertained.
- The Department reserves the right to accept or reject any or all bids without assigning any reason, whatsoever.
